Driver Road Test Certificate or Equivalent: What to Keep

A road-test record is more than a pass/fail box. For a driver covered by the federal driver-qualification rules, the motor carrier must document either a successful road test or a qualifying equivalent before assigning the driver to a commercial motor vehicle. Start with the vehicle the driver will actually operate.

If the carrier gives the road test

Under 49 CFR § 391.31, a competent examiner must evaluate the driver in the type of CMV and associated equipment the carrier intends to assign. The rule identifies the minimum operations to rate, including pre-trip inspection, controls and emergency equipment, traffic, turning, braking, backing, and parking; coupling applies when combination equipment is involved.

Keep the examiner’s signed road-test rating form in the driver qualification file. If the driver passes, complete the road-test certificate, give the driver a copy, and retain the original or a copy in the file. A blank certificate is not evidence that a test occurred.

If the carrier accepts an equivalent

49 CFR § 391.33 allows a carrier to accept a qualifying valid CDL for the specific vehicle category, or a valid § 391.31 road-test certificate issued within the preceding three years. Check the rule’s conditions against the assigned vehicle; a CDL is not an automatic substitute for every configuration or endorsement. Keep a legible copy of the accepted license or certificate in the DQ file. The carrier may still require its own skills test.

Section 391.51 lists the road-test certificate or accepted equivalent among the DQ-file documents. For help collecting and organizing those records, see LBC Fleet’s driver qualification file management service; the carrier still decides whether its driver and vehicle meet the applicable rule.

Evaluating a digital DQ file? Review LBC Fleet’s DOT compliance software and ask for a live demonstration of the signed road-test rating form, certificate or accepted equivalent, assigned vehicle/equipment details, examiner information, manager review, and record export. Confirm which items the current software captures and which your carrier must supply; an upload alone does not establish that a valid road test or equivalent was completed.

About the older LBC form: A 2020 version of the Road Test and Certificate PDF remains in the resource archive, but this page does not present it as a current ready-to-use template. Its blanket non-CDL note needs applicability review, and it requests a Social Security number that should not be collected merely to use a public checklist. Use the current rule and your approved secure record process when choosing a form.
