Accessible Bus Lift-Use Data: Report Status

“Ridership” here means lift-use data for an over-the-road-bus (OTRB) ADA rule, not your fleet’s total passenger count. Keep this subject separate from accessible-service request records and from the inventory of buses bought or leased.

Which data the rule text describes

49 CFR 37.213(c) describes a lift-use report for fixed-route OTRB operators. It calls for the number of passengers with disabilities who used a lift to board an accessible bus, with 48-hour advance-reservation service shown separately from other service. Confirm your operating category before applying this section; it is not a universal report for every passenger carrier.

Do not rely on an old mailing instruction

The regulation still contains annual-submission wording. FMCSA’s September 2025 enforcement manual reported expired Paperwork Reduction Act approvals for OTRB information-collection requirements. Before filing anything, check whether those approvals have since been renewed and confirm current FMCSA instructions, the reporting period, and whether the obligation applies to your service. Do not mail an old Form C solely because its printed footer says to.

For the other two data sets, see our accessible-service request guide and bus-acquisition inventory guide. These are separate records, not interchangeable forms.

This is a data-scope and filing-status guide, not a current government form or a passenger booking channel.
