Annual Summary of Accessible Bus Service Requests
This page is about over-the-road bus (OTRB) accessibility requests. The old “Annual Summary of Requests” form counts requests for accessible OTRB service and how often the operator met them. It is not a driver-file form or a general DOT audit checklist.
What the summary records
The summary identifies the operator and contact person, the reporting period, the number of accessible-service requests, and the number met. 49 CFR § 37.213 sets out different request-form and reporting provisions for particular OTRB service types. Check which paragraph applies to your operation; do not assume every bus or charter company has the same form workflow.
Check the reporting status before sending anything
Our older Form B PDF says annual reports “must be sent” to a named FMCSA office and lists an individual contact. That printed instruction should not be treated as current. FMCSA’s September 2025 enforcement manual says the Paperwork Reduction Act approvals for § 37.213 annual submissions had expired, so operators were not then required to submit those reports to FMCSA, even though the regulation remained in effect. We have not confirmed whether that submission status has changed since the manual. Check directly with FMCSA before mailing or relying on an old deadline or address.
The separate duty to document an individual accessible-service request may still apply to your operation. For the operators described in § 37.213(a), the rule specifies a Service Request Form and a five-year retention period. See the rule and FMCSA’s OTRB ADA overview for the distinction between fixed-route, demand-responsive, and mixed service.
Useful next step
Identify your OTRB service type, keep the underlying requests and responses organized, and verify today’s submission instructions with FMCSA if you are preparing an annual report or responding to an ADA review. For general administrative record-support options, see LBC’s compliance services directory; ask about scope before assuming a service covers OTRB ADA reporting. We are not linking the legacy PDF as a current filing form while its submission instructions are unresolved.
