Do I need a DOT and MC #?

Not always—and a USDOT number and operating authority are different requirements. The answer depends on your trip, vehicle, passenger count, compensation, and any applicable exception. A sedan is not automatically subject to every rule that applies to a bus.

First, is the trip interstate?

Crossing a state line is an obvious example. A trip that stays within one state may also count as interstate transportation when it is a prearranged part of a passenger’s continuous trip that began or ends outside the state. An airport pickup is not automatically interstate merely because it happens at an airport; the full itinerary and when the ground transportation was arranged matter. See FMCSA’s passenger-carrier guidance.

USDOT number versus operating authority

For an interstate passenger carrier, FMCSA says a USDOT number is required when the vehicle is designed or used for 9–15 passengers including the driver and operated for compensation; designed or used for 16 or more passengers including the driver; or has an actual weight or gross vehicle weight rating of 10,001 pounds or more. Check FMCSA’s USDOT-number criteria. State rules may separately require a USDOT number for some intrastate operations.

Operating authority (often called an MC number) is a separate question. FMCSA says for-hire passenger carriers in interstate commerce generally need operating authority even when using a small sedan or SUV, unless a specific exception applies. Insurance and process-agent requirements can also apply. Review FMCSA’s licensing and insurance summary before operating.

What should I do next?

Confirm your operation against the FMCSA guidance above and your state’s requirements. If you determine that you need a USDOT filing and want help with it, use LBC Fleet’s USDOT filing-assistance form. That form is a request for LBC’s help, not the FMCSA application or approval. If you also need operating authority, review that requirement separately.
