Annual Review of Driving Record

An annual driving-record review is a carrier task under 49 CFR 391.25 and FMCSA guidance. It is not the same thing as an annual Drug & Alcohol Clearinghouse query. Keep those workflows and their records distinct.

Where to start

  1. Obtain and review the driver’s motor vehicle record and other reasonably available driving information relevant to the review.
  2. Document who performed the review, when it was performed, and the carrier’s determination. FMCSA offers an example annual-review form; FMCSA labels it an example, not a substitute for the rule.
  3. For drivers who are subject to the Clearinghouse requirements, handle the separate annual query through the FMCSA Clearinghouse.

If you need help organizing the records and follow-up tasks, see LBC Fleet’s DOT compliance services. The motor carrier remains responsible for its review and determination.
