FMCSR Receipt: What It Covers

Looking for an “FMCSR receipt” form? First identify what the driver actually received. A carrier may use a general handbook acknowledgment for its own records, but that should not be confused with a receipt that a specific federal rule requires. This page is an explanation, not a current downloadable LBC form.

The rule-specific receipt to check

For drivers covered by 49 CFR Part 382, 49 CFR § 382.601 requires the employer to provide educational materials explaining the drug-and-alcohol testing requirements and the employer’s policies and procedures. Paragraph (d) requires the employer to have each driver sign a statement certifying receipt of those materials and to keep the signed certificate. The employer may give the driver a copy.

That signature documents receipt. It does not, by itself, establish that the policy complies with the regulations. FMCSA’s guidance on § 382.601 receipts also says a supervisor cannot sign for a driver who refuses.

Before you put a form in a driver file

  1. Identify the rule, policy, or training material being acknowledged and confirm which drivers it applies to.
  2. Give the driver the actual current material, not just a signature page.
  3. Record what version was delivered and when, and keep the signed acknowledgment with the appropriate program records.

Do not label a general “FMCSR receipt” as federally required for every driver without checking the applicable requirement. The older LBC receipt PDF is not linked here while its blanket wording is under review.

If you need help organizing driver records or determining which LBC service fits your process, start with our compliance services directory. LBC’s service pages describe administrative support; the federal rule and FMCSA guidance above are the sources for the receipt requirement.
