Today is the day. FMCSA's new registration system, Motus, officially goes live for all registrants on May 14, 2026, and the legacy systems carriers have used for years are being retired permanently tonight at 8:00 PM Eastern. This is not a cosmetic portal update. FMCSA is moving registration, company management, and account access into a centralized, security-focused system tied to Login.gov identity verification. The goal is to reduce fraud, tighten control over who has access to carrier records, and modernize systems that have been outdated for a long time.

Key Takeaways

  • Legacy URS, L&I public filing, and FMCSA Portal Registration Options are permanently retired tonight at 8:00 PM ET.
  • Motus uses Login.gov for identity verification. The Company Official's Portal email must match the Login.gov email.
  • Filings, including insurance, cannot be submitted during the transition.
  • MC, MX, and FF docket numbers and the BOC-3 filing process are NOT changing at launch.
  • Inactive Portal accounts are disabled after 90 days, archived after 12 months.

Why FMCSA Is Making The Change

FMCSA has been under pressure for years to modernize registration and improve fraud prevention. The older systems were fragmented, identity controls were weak, and unauthorized access, questionable registrations, and chameleon carrier activity had become a growing industry concern. The scope of the problem is significant. FMCSA recently sent 2.2 million letters to registered users, and roughly 18 percent, about 396,000, came back undeliverable. That points to fraud, defunct businesses, or carrier records nobody has touched in years. In its April 29, 2026 Federal Register notice, FMCSA stated it has seen a significant increase in presumed fraudulent activity involving erroneous information about registered entities, resulting in cargo and monetary theft. The agency also noted some recent fraudulent activity may be perpetrated by foreign actors. Motus brings registration into one system with stronger identity verification and tighter control over account ownership through Login.gov authentication.

What Changes For Motor Carriers

Your FMCSA Portal access now matters a lot more than it used to. Historically, many companies rarely logged in unless they needed to file an MCS-150 or fix a registration issue. Now the Portal becomes the bridge into Motus. FMCSA has specifically stated that only the Company Official tied to the FMCSA Portal, using the same Login.gov email, will be permitted to claim the company account in Motus for the first time. If the wrong person controls the account, or the emails don't match, expect delays.
Important transition warning: Filings cannot be submitted during the transition to Motus. That includes insurance filings. Once Motus is accessible, filings can be updated using the "effective date" field, which allows back-dating where appropriate. If you have a time-sensitive filing, plan accordingly.
A lot of carriers are about to discover they either don't know who controls their Portal account, have inactive or archived accounts, have former employees or outside companies still tied to their profile, have outdated company information on file, or can't access the email tied to the account. That becomes a real problem now.

What To Do Right Now

1. Log Into The FMCSA Portal

Verify Portal access immediately at portal.fmcsa.dot.gov. If the account is inactive, disabled, or archived, get it fixed before you actually need it. The FMCSA Contact Center has 450 agents available 8:00 AM to 8:00 PM ET, with chat and email support, specifically to help carriers through the transition.

2. Verify Who Has Access

Under the "Account Management" tab, remove former employees, old consultants, and anyone no longer involved in operations. FMCSA has made it clear: the Company Official should be the company owner or an internal employee responsible for managing the carrier's records. Not a transportation service provider, freight broker, or outside consultant.

3. Verify Company Information

Review legal name, mailing address, phone numbers, email addresses, operation classifications, and authorized users. Complete any pending MCS-150 updates through the "Biennial Update (MCS-150)" option in the "Registration" tab.

4. Make Sure The Right Email Is Used

This may be the single biggest issue carriers run into. The Login.gov email used by the Company Official inside the Portal must match the Login.gov email used when claiming the account in Motus. Shared office emails, old employee emails, unmonitored dispatch addresses, and outside consultant emails create confusion fast. The actual company leadership should control the primary FMCSA registration identity.

What You Can Do Inside Motus

Click to expand: Motus capabilities and what's NOT changing yet

According to FMCSA, Motus is designed to allow carriers to:

  • Manage registration information
  • Handle biennial updates
  • Manage company access and permissions
  • Track registration activity
  • Submit filings electronically
  • Work through a more mobile-friendly interface
  • Use stronger identity verification protections

The system also introduces real-time data validation, business verification security features, and smart logic designed to flag suspicious registration activity for FMCSA investigators.

What is NOT changing at launch:

  • MC, MX, and FF docket numbers are not disappearing
  • The BOC-3 filing process remains in place
  • Safety Registration is not part of this release

These items are still under consideration and will be open for public comment in a future Notice of Proposed Rulemaking.

Ongoing Best Practices

Your FMCSA Portal and Motus access should now be treated more like banking access or payroll system access, not just an occasional government website.
Click to expand: 5 best practices for the new Portal environment

1. Keep access limited. Only trusted personnel responsible for registration management should have account control.

2. Maintain active login access. Inactive accounts are disabled after 90 days and archived after 12 months. Build periodic login verification into compliance procedures.

3. Use secure email ownership. Avoid shared generic email accounts. Use monitored business emails tied to actual company leadership.

4. Review user access regularly. Any time an employee leaves, a consultant relationship ends, or management changes, Portal access should be reviewed immediately.

5. Keep registration data current. Many carriers only touch their registration information every two years. That creates problems. Insurance mismatches, outdated addresses, and incorrect classifications can cause unnecessary delays during audits or investigations.

The Bottom Line

For organized fleets, this becomes a smoother system over time. For disorganized operators, this transition will expose weak internal controls. The carriers that know who controls the account, who has access, what information is on file, and how their registration process works will move through the transition without much trouble. The carriers that outsourced everything for years without maintaining internal control over their FMCSA identity may have a rougher experience. This is less about technology. It is about ownership and control of your company records.

FAQ

Is the FMCSA Portal going away?

Not completely yet. The Portal itself remains operational, but the Registration Options functionality is permanently disabled as of May 14, 2026 at 8:00 PM ET. Motus is part of a larger IT modernization effort that aims to eventually eliminate the FMCSA Portal entirely.

What happens if my Portal account is inactive?

Portal accounts are disabled after 90 days of inactivity and archived after 12 months. If your account is disabled or archived, contact the FMCSA Contact Center to have it unlocked before attempting to claim your Motus account.

Are MC numbers disappearing?

No. FMCSA has specifically stated that MC, MX, and FF docket numbers remain in place during the initial Motus rollout.

Do carriers still need a BOC-3?

Yes. The BOC-3 filing process is not changing during the initial launch.

Why is FMCSA requiring Login.gov integration?

The move is part of a larger modernization and fraud prevention effort designed to improve identity verification and reduce unauthorized account activity. Login.gov use is also required under Executive Order 14028 and OMB Memorandum M-22-09.

What if I need to file insurance during the transition?

Filings cannot be submitted during the transition. Once Motus is accessible, filings, including insurance, can be updated using the "effective date" field, which allows back-dating where appropriate.
